Cross-Border Low-Carbon Electricity & Carbon Units: Indonesia, Singapore and ASEAN

Peter Doraisamy
Paul Papon Charoenpao
Chuck Siew Ka Wai
Gursharn Singh Gill

PDLegal LLC is pleased to have collaborated with our associate firm in Malaysia, TSL Legal (Tan, Siew & Lee) and Bagus Enrico & Partners Counsellors at Law on a new publication examining the evolving framework for cross-border low-carbon electricity trade and carbon markets in Southeast Asia.

As Southeast Asia accelerates its energy transition, cross-border energy cooperation is becoming increasingly important. The publication explores the regulatory, commercial and carbon market frameworks shaping one of the region’s most significant emerging corridors — the Indonesia–Singapore low-carbon electricity and carbon credit partnership.

Co-authored by Peter Doraisamy, Paul Papon Charoenpao, and Chuck Siew Ka Wai (TSL Legal), and Gaurav Kothari (Bagus Enrico & Partners) the publication provides a practical overview of key regulatory developments and market mechanisms relevant to investors, developers, and policymakers navigating this fast-evolving space.

We are grateful for the opportunity to work together on this cross-border collaboration and hope the publication contributes to ongoing discussions around regional energy connectivity and carbon markets in Southeast Asia.
